Although Square Enix are behind the development, it has been revealed that Microsoft will be publishing Rise of the Tomb Raider.
Responding to a question via twitter, Xbox marketing boss Aaron Greenberg confirmed:
@diosmekemeke Yes we are publishing Rise of the Tomb Raider.
