The producer of Tekken X Street Fighter, Katsuhiro Harada, has stated that the title is still in development.
Mr Harada confirmed the news at San Diego Comic-Con, where Tekken X Street Fighter was first unveiled 4 years ago. In a response to a fan, Harada stated (Thanks, Polygon):
[it is] still in development and it’s still moving forward, It is proceeding, It hasn’t been cancelled, so please relax.
